We're running Windows Server 2003 on a Dell PowerStation server.
There are 30 users.

Which one of these setups would give the best throughput if either?

Our current setup

Internet
| T-1 Line

| ISP Router |

| 100 Mbps Ethernet

----------------------------------------

100 Mbps Ethernet on all cabling

Workstations

Right now, the server only uses one of its two NICs. and
is treated as just another workstation on our router.
In the second scenario, it would use both; one for the
connection to the ISP's router and one for the connection to our router.

Better throughput to where? The internet?
Your T1 connection to the internet is a 1.5 Mbps connection.
And your LAN connections are 100 Mbps. Obviously your bottleneck is the
internet connection.

One thing you could do to increase throughput to the server (but not the
internet) is use Link Aggregation, with the 2 NICs
(http://en.wikipedia.org/wiki/Link_aggregation)
Which would give the server a 200 Mbps connection to the LAN.... faster for
the workstation connecting to that server.
