Best practice for DNS server when building a forest

I am trying to build a forest with two trees. For example: test1.local and
test2.local. Do I only use one DNS server during the installation or I can
install two DNS servers in these two domain trees and configure them as
forwarder to each other? What is the best practice in this scenario?
