besides nistnet, what adds delay under linux?

Besides nistnet, is there anything else runnable under Linux that can
be used to introduce delay to network packets a la Dummynet?

This must be netem night :-) ( I just posted below into another thread)

netem

You already have it in kernel (assuming you have recent iproute2
installed & right config options I suppose)
