Belkin wireless g notebook card and telnet test port

Hello,
I currently have a laptop computer with a belkin wirless g notebook card.
(model no. f5d7010) In the advance diagnostic tools there is a feature that
you are able to telnet. All what it ask for is basically enter the port no.
and the ip or hostname so for the port no. I put 23 and the ip address I
tried the belkin router no. and I also tried the ip no. of another computer
on the network and nothing. Does anyone have some suggestions on how to get
this to work.
