Can anyone recommend a free web-based bandwidth measurement tool ( to
compare ISP claimed bandwidth provided with actual bandwidth ). Thanks.

If your looking for general accuracy (point in time) you can do
www.broadbandreports.com and do a speed test.

If your looking for usage/utilization, MRTG/PRTG are good.. and their
price is free as well..
