Is there and easy way to limit the upstream/downstream for a client on an
infrastructure setup?
Demarctech have it build into one of their bridge units:

But is there another way of doing it say with a router?

Rob,

Certainly, though not with a consumer-level router. You'll want something
along of the lines of a low-end Cisco (just make sure it has the right
IOS) or, more cost effective, a low-end linux machine. Linux with the
iproute2 package installed has support for incredibly good traffic
management. You might have to play with the kernel a little bit, but I've
used it very successfully as the primary router for a colo/dialup/WISP. I
like my linux routers more than any 'appliance' style router I've ever
used.

Thats what we are planning at the moment.
Decided to go with the cheaper Senao radios for the link and keep the
control seperate from the radios in the form of linux.
We are going to use an Epia C3 800 as the linux server/firewall/bandwidth
management and user authentication.
Need to prevent multiple logins on the same user id.
Could I suppose splash out on a new EPIA-CL6000 Nehemiah mini-iTX
motherboard that has 2 lan ports and is fanless )
This will only be needed if the fan causes too many problems with noise.
