Bandwidth Management of Linux PC

Hello all,
I'm running 3 computers on my home network. Each computer has 1 NIC and
is plugged into a Fast Ethernet switch which in turn is plugged into a DSL
Router.
2 of my computer run Windows XP and are used for general use. The 3rd is a
Linux box running Suse 8.2 Professional. It has Apache installed so the PC
can be used as a personal webserver.

Occasionally both my Windows machines are unable to access the Internet
because of periods of heavy load on my internet connection by my Linux
machine serving web pages and images.

How do I limit my Linux box to say 50% of my upstream and downstream
bandwidth but allow it to have full speed access to my local network?

Hmmm, perhaps what you really want is WonderShaper. Google for it.

Apache has a "mod_throttle" with it , or is it SQUID, the http proxy?

It's Apache, or at least an add-on for Apache available from freshmeat.
