Bandwidth limits

I have a roommate who's addicted to mmorpgs, and I fear
he's sucking up way too much of my bandwidth. I have a MS
wired base station, and I was wondering if there is a way
to limit the bandwidth of one PC to say, 25% of the total
bandwidth.

No, there isn't.

Unfortunately, traffic shaping is not a feature commonly found among
residential class routers (of which the Microsoft routers are categorized
as).
