Bandwidth & Router Issues

I live in a condominium that has 3 T1's going into 3 buildings. They
check out fine. The problem is 1 of the buildings has sluggish
download problems. Is there someway I can monitor through the use of
hardware/software and correct this problem? Im thinking someone is
running a server or whatever. We have 3 Cisco 1700 connected to hubs
that go to switches. BellSouth is the provider and we have static IP
addresses. Any help would be appreciated.

I guess everyone is sharing that T1, did you try allocating fixed
bandwidth with some kind of bandwidth manager? Should proper bandwidth
manager is in place; others can't take away your bandwidth that are
allotted with to you. I know it's difficult to place a linux box, but
MikroTik's RouterOS and some other BW managers are good choice.

It's true that cisco 1700 supports priority or custom queuing. And
that might do the trick. Should you consult committed access rate (CAR)
commands, which will help you defining filter to shape up the traffic
and limit the bandwidth allotted.
