Ban an ip from the server

Hi,
We have a network (Windows 2000 AD) and i want to baan
the ip adresse of a computer on the network from a test
windows 2003 server standart i just install.

For exemple, I don't want the server at ip 10.1.16.36 to
access my new server (10.1.16.40) on port 1888, or if it
more simple to completly disable the access to my new
server.

is there a way to do that without a third party software?
if not, could you direct me toward a good 3 party software
with evaluation period....

I found my answer, we can create filtering rules by
local security policy.
