If all of the lights on a switch blink together my first guess would be that
you have something sending out broadcast packets on a regular basis.
Generally though, if the lights are seen to be blinking they have off
periods, and if they have off periods the network isn't being flooded.
I'd certainly start by sticking a packet sniffer on there and seeing what
you can see - if all the traffic is coming from one address (IP or MAC) or
even a single subnet then isolate that bit and see what happens.
Personally I still use Windows Network Monitor (it's old, but it still
works, just make sure you use the one from SMS) but ethereal should do the
job at least as well.
Alternatively, binary search - split the network in two and see which half
works (done that with a thousand hosts, primitive but effective).
