Want to set up a redundant internet connection with incoming DSL Cable modem
connections feeding into one network.

Can/should I do this with a W2K box with 3 NICs?

The proper way to have redundant connections is with BGP. You can have a
secondary connection, but you'll need to setup routes with different
weights, or prefix lists, or policy routing, etc. Why are you needing a
redundant connection? Is there a business purpose? ie remote site VPNs,
e-business, etc?

Small biz net with obsessive client.
I've set up two separate WiFi nets for now but I expect to get asked about
failover with no intervention by users. I.E. WiFi net doesn't change.

BGP would be nice but this is only like 20 seats.

Unfortunately, there's no simple, easy and inexpensive solution for
this. Your first task is to ensure the connection doesn't drop.
Beyond that you can accomplish some of your task with the proper
routing, but BGP is really needed to make this seamless. By the time
you spend the money and time you could have purchased a faster
connection that doesn' fail.
