While DHCP Server is running, "jetpack" won't be able to access DHCP
database (dhcp.mdb). In fact "copy" and other actions will also fail if
dhcp.mdb is locked by another process (DHCP Server in this case).
Moreover, KB articles mention recommended behaviour. There may be various
deviating scenarios which may/may not involve risk factors.
