this was sorta a bonehead move on my part:

here's the problem, would like to know if there is a way around it without a
reinstall.

made a vpn link to a domain controller, promoted the opposite side of the
link to a backup domain controller and rebooted it. after that the vpn
persistant connection failed because i forgot to update the credentials for
the interface. as a result the bdc has no way to communicate iwth the pdc,
apparently making it impossible to login at all to the bdc. only thing i
have been able to do is to boot in safe mode with no net, but then i cant
even run dcpromo or edit ras settings.? any idea or am i locked into a
reinstall?

They are both DCs and the Domain exists on both. You should be able to log
into it even if it can't see the first DC.

If anything try rebooting it with the network cable unpluged, once logged in
plug the cable back in and go into RRAS Admin and set the DemandDial VPN
connection to use the right credentials. Make sure the connection then works
before doing anything else.

A BDC shouldn't need the PDC to at least boot up and accept a login,...that
is the whole point in having one is to cover for a missing PDC if the PDC
dies.

If there is a certificate issue, you may have to switch from L2TP to PPTP
for the first logon. But, you should be able to do this:

1. Boot the new DC into Directory Services Restore mode.

2. This will allow you to run the New Connection wizzard and create a
client VPN connection to the VPN server.

3. Reboot and at the login screen click Options and check the box for Logon
using dial-up connection.
