How to avoid Event ID 1020 for DHCP

My Windows 2003 DHCP server is INTENTIONALLY left with 0 available IP
addresses in order to avoid anyone to connect with a laptop without
first contacting the IT Dept, for security reasons.
When we need to connect a new computer we move one IP address from the
excluded list to the available pool.
The problem is that the DHCP server is filling up the logs with event
id 1020 entries, one every hour. I know the scope is full! It's the
way I want it to be! The NT4 DHCP server we had did not log so many
events (probably just at startup)
Is there any way to avoid this behaviour?

You cannot change the 80% threshold to my knowledge. A common workaround is
to use a larger scope. Then create bogus client reservations for the
remaining addresses.
