Easy.
1. Because the original poster asked how to do it in the router.
2. Because I don't like reconfiguring my laptop every time I go to a
different wireless LAN. I like to leave it set to DCHP assigned IP
addresses. If I set it to static IP (as you suggest), I would need to
set it to DHCP when I go to a free hot spot etc.
3. Because users expect routers to have a "static lease" feature and
are rather suprised when it's not there.
4. Managing static IP's are a pain in the posterior.

That's fine for all your home machines, which don't go anywhere. If
your router had a "static lease" feature, you could just assign the
IP's in the router, and leave the computahs set to DHCP.
Incidentally, I used to use Netswitcher to juggle IP's because many of
my customers were using static IP's on their network.
