automatic fallback

I notice that alot of 802.11x radios don't fallback when they should. I
could be connected to an AP about 1/16 of a mile away, handshaked at 11mbps,
throughput is only about 1mbps. Setting is on "automatic" rate
selection/fallback. Specifically for the Saneo cb3 bridge, I can manually
throttle it back to "1 or 2" handshake rate to improve frame retransmissions,
but shouldn't it be falling back on its own?
