Automatic certificate enrollment for local system failed to enroll

2 Domain Controllers 1 windows 2003 standard ed and the other is windows 2003
Enterprise Ed, I am getting the following error on both server.
Automatic certificate enrollment for local system failed to enroll for one
Domain Controller Authentication certificate (0x800706ba). The RPC server is
unavailable.
