Is there a way to schedule (and shut down) a Windows VPN connection to start?
I tried Rasdial VPN connectionName at the command prompt but all I get is
remote access error 623 The system could not find the phone book entry for
this connection. I don't know what or where the VPN connection is named
other that what it shows in Network connections. Thanks

That should be all that you need. If the VPN connection is set up so
that it dials as soon as you click it, all you need is rasdial entryname .
If you need to enter other parameters to connect you must specify those in
the rasdial command. You can test it from a command prompt.

I agree that should be all I need but as you can see from my question it
doesn't work.

Works for me! I only get a 623 if I misspell the name. If the name I
type matches a valid connection name, it connects.
