Authoritative DNS

I have a windows 2003 DNS Server that I can not get to respond to dns queries
with Authoritative answers, when you do an ns lookup and set q=any the only
responses come back as non-authoritative. Can some one help me please.

A DNS server will give you a non-authoritative response if the information
is obtained from another DNS server. It can only give you an authoritative
response if it is itself the authoritative server for the zone you are
querying. In other words it gives you an authoritative response for a zone
which it looks after itself and a non-authoritative response for information
it receives from elsewhere.
