Authentication using PAM

I want to authenticate an user who is not a member of the local
system.I also want to give him necessary privelages and home directory
to work on and also the environmental variables should also be set.I
am doing my works in a Redhat Linux 8 machine.Please give me your
suggestions and source code in 'C'

So make him part of the local system, or use something like LDAP or NIS.

PS. What is the reason for doing this. It licks of a back-door to my
ears.
