Maybe I am not understanding your hardward, but I would assume that your
wireless card is for use with a wireless network such as 802.11a/b/g. For
instance, you could purchase an access point for use at home and roam around
the house being connected to internet without wires. As for using your
phone, that is usually accomplished much like a modem. You would either use
a serial cable or possibly the infrared port to communicate to the phone.
The phone would act much like an external modem.

Check with ATTWireless, soon to be someone else's wireless, but that is
another story, about the availability of a PC-Card wireless modem for
their system. With the wireless card you do not need to use the cell
phone, which can then be reserved for voice calls. If you are looking
for truly mobile connectivity, cell service is the way to go if you can
afford it and live with the slow throughput.
