arp.c,linux2.4.29-16mdk question

I am trying to understand code arp.c (linux 2.4.19-16 mandrake) for my
project.
I am stuck at one point in the arp_process function line numbers 769
and 790.
At line 769 I donot understand why for replying to a request we have
to check 'sip=0'-what it signifies source ip being 0.
Similar is the case at line 790 where ip_route_input(..)==0 is
required.
Kindly explain
