Applying computer settings hangs (HELP)

I have a W2k3 with Exchange 2003 AD after applying security patches yesterday
the server came up but didn't start the Information Store. After re-booting
again it hangs on Applying Computer Settings. If I unplug the Network it
errors out with a service didn’t start.

I was able to remove the security patches and restore the System State but
I'm still having this Problem. Now I'm restoring the C drive - Please any
help!
