Application Monitoring Software

I have to develop a program, which monitores daily the availability and

performance of differently programs, which accesses a network.

The program has to start the monitored programms automatically, take
different actions in the programs automatically, so that afterwards a
statement about the performance can be done.

I do not know however yet so exactly, how could I realize such a
program.

Perhaps there are already implementations in OpenSource?

I don't know what it is that you think you're asking, but there are many
pieces of monitoring software out there. I use Nagios,
http://www.nagios.org , which I like quite a bit. The 1.x docs have a
list of other products, as well:

Perhaps if you specified exactly what you're trying to do, you'll get
more specific answers.
