APIPA (Automatic Private IP Addressing) only occurs if a network
adapter is configured to obtain an IP address automatically and it's
unable to communicate with a DHCP server to get an IP address
assignment.
So, you can avoid APIPA by assigning a static IP address or by making
sure that there's a DHCP server on the network.
To disable APIPA, follow the procedure shown in the "MORE INFORMATION"
section of this Microsoft Knowledge Base article:
