It would be nice to have responses that show the sensible way to leave AOL Broadband and move over
to another supplier such as ZEN or Nildram.

Are there any other fees apart from £58.75 and what is likely to be the downtime?

Is there anyway to extract the address book from AOL to populate Microsoft Outlook?

why not try getting a MAC code from AOL? They apparently have started
cooperating with the scheme, and that means migrating to Zen should mean
no cost and a matter of minutes downtime if you are not still in
contract with AOL.
