Where is the catch?

I am currently on the £14.99 per month 2Mb package. You can get "business"
broadband 2Mb for £15.99 + vat. I can find no mention of download limits,
or FUP on the business package pages. The contention is 50:1 (Can't find
what the residential one is - I assume it is still 50:1 from the early days
of BB). The extra £3.80/month is worth it to me to not worry about the FUP
or slow P2P at peak times.

There is a warning about not being able to downgrade from business to
residential again, but I can't find a reason why I would not want the
business package - Is there a reason?

Bob

At the moment, I'm not sure I would trust anything Tiscali say on their
web pages.

Just a guess: do the business packages have the crossover with the voice
phone packages, which seems to be worth a few quid?

No mention of phone packages on the business pages. You have to go out of
your way on the residential package pages to find ones without the bundled
phone rubbish.
