Anyone know how to disable NAT in cable modem

i have MN-700 wired to win98se getting periodically
disconnection
Wan ip address : 192.168.100.11
cable modem is : surfboard sb3100

i want to disable dhcp in the cable modem rather then in
the base station

is there any solution
