Is anybody aware of a software freeware or shareware software product that can
act as a DHCP server on a 98SE ethernet network?

If you were to install the built in Internet Connection Sharing, this
comes with a dhcp server which is on by default.

To adjust the dhcp pool you need to fiddle in the registry as
described here
