There are a number of considerations, one being the fact that the
maximum EIRP in the UK is limited by regulation to 20bBm = 100mW.
However, I suspect that provided you don't cause any interference and
no-one complains that you could get away with most things...
Most high gain antennae are expensive. But if you don't mind buying
from Poland, then have a look on eBay for some apparent bargains:

A couple of 18dBi antennae + 2 access points in bridge mode should be
good enough for several miles in line-of-sight. I have seen reports of
over 17 miles (but in somewhat drier climate than ours!).
What did you have in mind?
