Anonymous, no username/password shared folder Server 2003

I've got a tough problem... I work in a hospital where we just
purchased a new server running Server 2003. I'm trying to migrate a
legacy app over to the new server. Originally, this application was
running on a 2k server, out of an anonymous, shared directory.

Now, 2003 requires users to enter a user/pass to access this directory.
This is unacceptable to management, and I've been tasked with finding a
way to create an open, shared directory that will be visible to anyone
without a user/pass.

Is this possible on Server 2003 Standard?
