Allowing NET USE commands on Windows 2003 Server TELNET Server

I am receiving "access denied" when domain users try to NET USE to set up a
printer share while logged onto the Telnet server. Is there a policy I can
change to allow them to do this without being a part of the administrators
group ?

What do you mean by "telnet server" ?

You don't generally use 'net use' commands to map network printers... they
can either browse to the server where the printers are shared, such as
\\servername\ and right-click/connect on a network printer....or use the Add
Printer wizard. Or, you can assign the printers via script/GPO if you know
how.

You also say 'set up a printer share' - but that doesn't make sense in this
context.

The clients are telnetting into a Windows 2003 Server running the Telent
Server service. Each client session must execute "net use lpt5:
\\servername\sharename" to print to the printer during their telnet session.
Unless they are members of the administrators group, they receive "access
denied" when simply trying a "Net" command including "net /?".
