Allow network pcs to disable Windows Firewall

I run Windows XP SP2 clients on my Windows Small Business Server 2003
network. All my Windows Firewall group policy objects are set to 'Not
configured', but none of my network computers allow access to enable/disable
Windows Firewall.

How can I allow my network computers to enable/disable Windows Firewall from
within Control Panel?

Do the users have admin rights? Standard users cannot edit these settings.

Yes, I tried to make the change and I'm in the Domain Admins group. Still
no luck.

have you tried the rsop.msc to check if any gpo's are applied you cannot
see?

I just ran the rsop.msc and I found no other gpo that would prohibit me from
being able to locally enable/disable the Windows XP SP2 firewall.
