Some possibilities.
1. Not enough traffic to crack the WEP key. At 54Mbits/sec you'll
get about 10,000 IV's per second. At slower speeds, proportionately
less.
2. They're using WPA instead of WEP. Note that Airodump sometimes
claims it's WPA-PSK when it's really WEP. If it does that, it also
doesn't record any initialization vectors.
Try it on your own system and see if it works.
