airlink+ "the driver for this device needs to be reinstalled"

I've been around and around with this and I just can't figure it out.
I have a Toshiba 300CT with Windows ME installed on a freshly
reformatted disk. I've followed the procedure for installing an
Airlink + WLC010. I believe the 300CT PCMCIA is 16 bit only, so I'm
limited in what I can buy to work in this machine.

It shows up in system properties as a "PRISM2 IEEE 802.11 PC CARD
Adapter" but always says "The drivers for this device need to be
reinstalled (code 7.)"

I've tried installing the driver off the cd and the latest driver off
their website, but always get the same error.

Anyone manage to make this card work? If not, is there a card I
should be looking at? My wife's machine has a Netgear MA401. I guess
my next step is to try it in my machine. Sigh.

Update: I slipped in a Netgear MA401 and got the laptop on the air in
less than two minutes, not counting reboot. Now looking for the
receipt for the Airlink so I can return it.
