After VPN connection drops, server won't connect to any VPN server

I have a two server setup, both Windows 2003 Web edition. I VPN from
one into the other using the built-in VPN capabilities of Windows.
Occasionally, the connection is dropped because of a network
connectivity problem (The "client" server can no longer see the
"server" server). Once this happens, the "client" server will not be
able to connect to any VPN server using the built-in VPN client unless
I reboot the server. Logging off and logging back in does not help, nor
does restarting the Remote Access Connection Manager service.

Anybody have any ideas?
