after installing network: Socket Error 10071 using dial up coonection

Dear

I have installed a network with WiFi.

After installing and modifying the one and the other
setting my "old" dial up connection produces this error
message when using outlook express to upload (send) pop3
email (this worked for the last year totally stable):

The connection to the server has failed.
Account: 'pop3.web.de', Server: 'smtp.web.de', Protocol:
SMTP, Port: 25, Secure(SSL): No, Socket Error: 10071,
Error Number: 0x800CCC0E

Nevertheless IE works fine and downloading (receiving)
email works perfect.

I was not able to retrieve Error 10071 in the knowledge
base.

Suggestions would be appreciated!
