From man pppd:

10 The PPP negotiation failed, that is, it didn't
reach the point where at least one network protocol
(e.g. IP) was running.

The wvdial output is not sufficient to be sure as to the cause, but
the time between the start of pppd and it's exit is 30 seconds which
suggests the LCP negotiations timed out because the peer didn't respond
to the initial LCP request.

That could be the result of not setting Stupid Mode = 1 in the wvdial
configuration. Not many ISPs use login/password authentication for
their clients these days.

Any further help will almost certainly require adding the pppd debug
option, wvdial configured for verbose wvdial output if it's possible,
and posting the _log_ messages that result from such configuration.
Please post exact copies of the messages (not hand-copies), including
timestamps.
