Both £14.99 a month, free connection and modem.

I wont be downloading much so download allowances are not an issue

No contest - Virgin.net wins hands down. I've used both and I can tell
you that Tiscali is garbage.

You could probably do better than either of those, have a look at ADSL
Guide.

Been using tiscali for several months and no problems .

Havent needed to contact support though and will take your word for it .

All the big companies have really lousy call centre based customer service.
You will be better off with small specialist company, e.g. Plus.Net who won
awards for their customer service, you get to speak to someone who knows
what they are talking about.
You pay the same £14.99 and get 2Mb/s connection (if your line can handle
it),
if you are not into heavy downloads then the unlimited Broadband Plus tariff
will do you nicely.
I have been with Plus.Net over two and half years and, apart from couple of
minor glitches with the Usenet server, there were no problems.
If you sign up with them please use my ID 'wester' as a referrer and save me
few pence,
