Advice on a simple wired internet authentication.

I have a Linux gateway which has many services configured like, Squid,
QOS, Load balance, Because as you know that suers may spoof any valid
MAC address and login to the Internet, I want to add extra protection
so users may login with passwords, The network is wired, Statically
configured IPs, What do you see is the best solution to add this
functionality, Without having to implement a hotspot just to add this
functionality.
