You've got a connection speed of 15Mb against an advertised speed of
'up to 16Mb' so you've done very well. I get a connection speed of 3.5Mb
against an advertised speed of 'up to 8Mb' which is OK.

Your download speeds are probably being limited by a slower link in the
internet between you and the other end of the speed test. This can be
caused by things like the fact that ADSL is a contended (shared) service
or bottlenecks else where in the internet.
I'd say you're getting a pretty good service.
