ADSL for someone who goes abroad for months?

A friend has a house abroad - and goes there for a month or two - every
few months.

Is there a suitable ADSL service for him?
One where he doesn't have to pay anything while he's away?

Something like a PAYG dial-up service .... but for ADSL?

ADSL is not a dial-up service, it`s permanently connected therefore it would
be impractical for an
ISP to provide ADSL service on demand.

looking at 12-13 quid a month even when little/no use.

Since BT charges a bit under 9 quid for providing access, no
ISP can offer it for free... though there is some Bulldog a/c at
1p a minute... probably cost more when 'home' than paying a
fixed 11.75 or 12.95/month for every month.

ISPs have to pay BT for the service, so why should they subsidise him?

Just because he isn't there, the clock is still ticking and BT will
still be charging the monthly fee to the ISP. So the only package he
could contemplate would be one with the least possible monthly rental
and go from there

Even the LLU operators would not be able to do anything as there is
still a recurring charge they have to swallow on the service.

He could try Lixxus but ISTR it may penalise/upsell low users to
non-PAYG ( read the T&C and AUP very carefully.) Google the archives
of this group from a few months back; I think there was a post about
it.

I'm in similar situation - 6 months in UK 6 months outside.

I find that Broadband in the UK is un-realistic in these situations and use
Fast4 dial up at £6.99 a month whilst in the UK. Overseas broadband is much
more realistic for me so I have broadband for half the year.

The alternative I am considering is spending more time overseas..........
