I used to do some provisioning for PlusNet - the only problem you might
encounter with setting up ADSL on a line you don't own is if the actual
owner of the line changes details of his contract with BT (address/name
etc) then the ADSL service will be cut off and the holder of the ADSL
account (you) will be responsible for paying your ISP to get the service
restored.
There's no theory that suggests it's not possible at all, but you'll
find providers may have this clause to prevent situations like the above
from complicating matters as it starts to involve more parties than just
the end user and the ISP. The actual provisioning systems that are used
don't even tell an ISP who the line is owned by - the DPA prevents them
from finding that out.
