I think most of your questions have been answered
However, another source of info to find out what is involved is to ask a
prospective ISP (ADSL provider)
I dropped PlusNet a few emails before signing up and was answered very
quickly.
I have heard Andrews and Arnold are very helpful

I have just had ADSL installed and it is great
I would suggest avoiding well known names e.g. Tiscali , BT and Freeserve
from what I have read on the newsgroups.
I went with Plus Net as they are very helpful, offer more features than most
(e.g. large web space, fixed IP address, PHP and MySQL with the web space
etc.) and cheaper £18.99 or £21.99 (former can't do P2P or binary
newsgroups)
If you did choose Plus Net I would be very grateful if you would use my
referral ID "neltek" - will save me a few pennies.
