You can't tell.
It's going to vary user by user.
And ADSL does not respond the same to faults as voice, some will be
better, some worse.
Unless the telco provides some sort of uptime guarantee, then you're
pretty much in the same boat as people everywhere, "if it works, it works".
It all depends on how much resources they intend to put into maintaining
ADSL lines.
