adsl availability in newly built house or flat?

I understand that ADSL depends on copper lines rather than newer
aluminium (which is why some people in Milton Keynes can't get it). Is
this likely to be a problem in newly built properties? Is there a way
of checking ADSL availability in a property where there has never
previously been a working phone line??

Quick answer is no as a 'new builds' network is just tacked onto the
existing network which is already in place.

I'm sure that this is going to become more & more a selling point so
ways will be developed, one of which could be to check the onsite
sales office telephone number to see what type of service they could
theoretically have, or even have a word with the builders as more &
more of them are having DSL lines installed in the site cabins.
Wouldn't be fullproof but it could go a long way in letting you know.

People in Milton Keynes cant get it cause they are on fibre (tpon) not
aluminium - there is some copper around there but it's mainly reserved
for redcare alarm lines

Wasn't there a scheme drawn up to start providing more copper paths
down there? Or was it just yet another mealy mouthed promise made
from on high which never came to anything (like so many others)
