'admt' ERR2: 7301 "failed to migrate source object"

I am using admt to migrate user accounts from one domain to another all
trusts have been established DNS etc.
admt was working fine for about 400 users it then started reporting errors
stoped working and complained about password complexity, now it just states
ERR2: 7301 "failed to migrate source object" "the target object could not be
created" "The server is unwilling to process the request" i have modified
regedit wth HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Contro l\LSA (DWORD:
TCIPClientSupport = 1) and rebooted, can't find a solution anywhere

The domain controller can not be found when i open 'aduc' i have to force a
connection the local dc, and then i cannot view/edit GPO (migrating from w2k
to w2k3,r2,x64)
