Adjust TIMED_WAIT delay

After many open/close TCP connections, these connections
get the status TIMED_WAIT for a very long time. I would
like to adjust this delay so that I can make more
connections.
I've seen here http://tjdo.sourceforge.net/docs/faq.html
that a registry key TcpTimedWaitDelay exists for Windows
NT/2000/XP.

Is there a way to adjust this delay for winME ?
Another solution could be to adjust the Maximum Segment
Lifetime (MSL), but how to do this ?
