To make a Windows 2003 a domain controller in a Windows NT 4 domain you will
have to upgrade the Windows NT 4 PDC to Windows 2003, effectively making the
domain a Windows 2003 Active Directory domain.
You could install Windows NT 4 on the new box first, make it the PDC and
then perform an inplace upgrade.
